Asynchronous technologies deliver content one way at one point in time and can include email, video, blogs and audio aids. Synchronous technologies deliver two or more technologies at the same time and can include teleconferencing, chat rooms and web conferencing [8]. It may be safe to say that synchronous technologies are typically used for trainer-led eLearning, and that asynchronous technologies may be typically used for trainee-led eLearning. ...Today's molecular life scientists are well educated in the emerging experimental tools of their trade, but when it comes to training on the myriad of resources and tools for dealing with biological data, a less ideal situation emerges. Often bioinformatics users receive no formal training on how to make the most of the bioinformatics resources and tools available in the public domain. The European Bioinformatics Institute, which is part of the European Molecular Biology Laboratory EMBL-EBI, holds the world's most comprehensive collection of molecular data, and training the research community to exploit this information is embedded in the EBI's mission. We have evaluated eLearning, in parallel with face-to-face courses, as a means of training users of our data resources and tools. We anticipate that eLearning will become an increasingly important vehicle for delivering training to our growing user base, so we have undertaken an extensive review of Learning Content Management Systems LCMSs. Here, we describe the process that we used, which considered the requirements of trainees, trainers and systems administrators, as well as taking into account our organizational values and needs. This review describes the literature survey, user discussions and scripted platform testing that we performed to narrow down our choice of platform from 36 to a single platform. We hope that it will serve as guidance for others who are seeking to incorporate eLearning into their bioinformatics training programmes.... [2]. The eLearning initiative [3] reinforced the need for innovative pedagogical approaches and for objectives regarding quality and easy access to eLearning resources and services. In the domain of Higher Education HE, recognizing that universities play a key role in the production and dissemination of knowledge, in the development of social, pedagogical and technological research, some experiments in the field of eLearning were settled related, for instance, with University organization or curricula, or with the assess of the impact of ICT for interactions among teachers and students. ...The main subject of this paper is to present and discuss a technical solution based on the Information and Communication Technologies ICT that is proposed to be implemented in a Higher Education HE institution in Portugal. It is believed, that this project will change profoundly the administrative organization and the teaching-learning paradigm inside the Polytechnic Institute of Setúbal PIS. This project will cover three different and complementary areas a Wireless LAN area, an Administrative and Informative area and an eLearning area. Other relevant aspects and remarks, regarding eLearning issues, will also be taken into consideration, illustrating the most significant activity of the PIS academic staff in what concerns the eLearning field. Serhat ÇOBANPolicies towards qualification of labour are getting common in today’s societies and people in high ranks put their efforts to encourage it by creating political documents. E-learning practices which are getting popular thanks to advancements in communication tech and political documents concerned of these practices should be examined in such way. While observing that increase in demand for qualification of labour gaining speed accereleratingly in order to reorganize the capital and overcome structural crises due to capitalism. Such work will continue to create traces in the demand of approaches toward e-learning. Especially, approaches of e-learning mentioned in political documents which are created accordingly to information society of European Union will be considered by realizing this demand. Florin D. SalajanThis article discusses the emergence of a European E-Learning Area EELA as a consequence of three factors that can be observed in the e-learning developments over the past decade. The first factor consists of the carving of a policy sector in e-learning via formal instruments such as the eLearning Programme, the Lifelong Learning Programme and an array of other e-learning policy stipulations embedded in larger policy instruments at European level Framework Programme. The second factor is represented by the mainstreaming of e-learning activities, both through formal and informal measures across multiple domains. Finally, the proliferation and consolidation of interlinked networks of practice as incubators of e-learning innovation and sharing of expertise act as the third factor in the shaping of EELA. The conceptualisation of EELA is substantiated through an analysis of the European e-learning policy documentation and the findings of a questionnaire distributed to the coordinators of projects under the eLearning Programme. In light of the findings, theoretical and practical implications for EELA as a nascent policy domain are explored and offered as a basis for further debate on this paper reports on an effort to use Stagecast CreatorTM as a means for developing modelling skills among undergraduate students taking an introductory course in science that took place in a virtual learning environment WebCTTM. An inquiry-based curriculum was implemented, which guided students working in small groups to collect and study moon observations and construct a series of successive models of the moon phases using Stagecast CreatorTM. Students' reflective journals and reports of synchronous discussions were the means for collecting data. The findings show that the WebCTTM platform supported the on-line collaboration among students in the course that was used to help them improve their models through the use of Stagecast CreatorTM. Specifically, students' groups shared their models with other groups through WebCTTM, and provided feedback about each other's models, indicating model limitations and suggesting possible improvements. The results also suggest that students believed that the on-line collaboration supported their learning growth as well as the process of developing modelling skills. Students found it extremely fruitful to exchange ideas with other groups, to read and make suggestions for model improvements and to collaborate with almost all students in the course – which would have been impossible without the on-line collaboration tool. Collaboration in learning situations like the one presented in this paper involves exchanging, negotiating and critiquing ideas for the purpose of building new, more refined knowledge. This collaborative process became feasible due to the fact that sharing and viewing Stagecast CreatorTM files through the Internet is fully compatible with web-browsers. We suggest that the process of model deployment was practically made possible due to the combined use of Stagecast CreatorTM and WebCTTM. Susan L. RobertsonThis paper seeks to instantiate the claimsreferred to by Dale 2002 that a new functional and scalar division of labour is emerging in education through an analysis of a key mechanism,of governance proposed,by the European Commission—the, development,of public-private partnerships PPPs as the means,to develop the eEurope/eSociety/eLearning strategy. In the view of the Commission, a viable education strategy mustinvolve the business sector if it is to respond to the demands,of a knowledge, economy. In this paper I argue that the Commission, and key economic, actors are engaged,in promoting public- private-partnerships, discursively and materially, as a means to embed a
